Are repaid cards to be used on offer site ?

No, prepaid cards are considered a form of fraud really unless the person keeps the card funded all the time. for example if the offer offers the user a free trial first month but if they do not cancel the next the recurring charge will come along and if there is not enough money to cover it they wont be able to collect the money. So its fraud because you were issued credit but now the advertiser cannot collect its money.
